Request for Proposals: Accounting, Financial & Payroll Services

The Tampa Bay Estuary Program (TBEP) is seeking to retain the services of one or more firms or local public entities to provide the following support services: Financial accounting, management and administration; and payroll processing. These services are considered the “Base Services Package under this Request for Proposals.”

The TBEP intends to enter into a contract with a single successful respondent for the Base Services on or before October 1, 2023. This will be a one-year contract and cover the period of October 1, 2023 – September 30, 2024. The contract will include an option to renew the contract for four additional 12-month terms, subject to agreement of both parties and final approval of the TBEP Policy Board. A $40,000 budget has been established for the project during the first year. The TBEP is requesting proposals for the above referenced project from qualified firms that have experience in providing these services for public entities subject to Florida financial regulations and federal grant and reporting requirements.

This notice is an invitation to provide a proposal based on the Statement of Work (SOW, see full RFP announcement below). The proposal shall include all expenditures, insurance, and other related costs for the services described in the SOW.

Proposal Deadline

All proposals must be submitted as an attachment to an email addressed to Steffanie Spracklen, Administrative Specialist, . Please include, “Finance and Accounting Support Services Proposal” in the subject line. Receipt will be acknowledged by 3:00 p.m on April 13, 2023.
